Straw Police Helmet

This Policeman's Helmet is made of black and white straw plait, with a leather chin strap, crown back and brim edge. There is a white metal badge with the words "Luton Borough Police", showing the Luton Borough crest below crown between olive and oak spray. This helmet was worn by P.C. Bailey, No. 10 of Luton Borough Police.
Luton is famous for the straw hats that many of the local hat manufactures made. It might have be cooler to wear in the heat but do you think this helmet would have offered enough protection to the policeman who wore it?
