Amber awarded for harbouring Latvian PM

My father Major Austin Henry Keenan of the Black Watch was awarded this gold embossed amber for harbouring the Latvian Prime Minister, K Ulmainis in the Baltic during WW1. Major Keenan was seconded to the Intelligence Service as he spoke Russian, German and Estonian and had prior knowledge of the Baltic, its trade and 'German mentality' (Lionel Dawson, Capt., R.N., Sound of the Guns, 1949 p152, Pen-in-Hand, Oxford). In WW2 he was seconded to Egypt again for similar reasons. He was awarded the DSO as well as an OBE and a MC but we don't know exactly why or for what?.he never talked about it!
