The 麻豆官网首页入口 Trust has today published the findings of its review of the supply of online services to the 麻豆官网首页入口 by the independent sector.

The review found that the 麻豆官网首页入口 is complying with its obligation to commission at least 25 per cent of eligible online services from the independent sector, and that 麻豆官网首页入口 Online is contributing strongly to the 麻豆官网首页入口's public purposes.

However, the review has also identified that substantial changes are needed in order to streamline and to improve the openness and transparency of the way the 麻豆官网首页入口 commissions online services, in order to make it easier for suppliers to take advantage of the opportunities to win work.

The Executive has already begun to make some changes to its commissioning processes and is publishing more information about the way it operates the quota.

But in view of the potential impact of these issues on the market and on licence fee payers, the Trust has asked the Executive to carry out an urgent review of the way it manages its external supplier relationships, reporting progress to the Trust within three months.

Despite the success of Online as a service, the Trust is not convinced that the current quota arrangement is contributing to this. This is largely due to the lack of clarity around precisely how the quota should deliver public value to licence fee payers, partly through change to the wider online industry since the quota was introduced in 2006.

Compared to both television and radio, where the 麻豆官网首页入口 plays a strong supporting role to the market, the 麻豆官网首页入口's scale in the online market is much smaller. As such, the degree to which the 麻豆官网首页入口 can help support growth and creativity through a quota is limited. In this context, the Executive now needs to work with industry to explore what role a quota might play in the future and how this should best be structured to deliver public value.

"Audiences tell us that they highly value 麻豆官网首页入口 Online. The independent sector clearly has a role to play here and we are pleased that the 麻豆官网首页入口 has delivered the online quota each year.

"However, when it comes to the way the 麻豆官网首页入口 manages its relationships with external suppliers, quotas only tell half the story. While some improvements have been made in recent months, the Executive must urgently re-evaluate its processes to make sure the 25 per cent quota works in spirit as well as in the letter, particularly in light of the new strategy."
