Which (assuming it happens) would suggest much more widely than anything the Department for Constitutional Affairs has done so far, since there has not yet been any formal consultation exercise at all.

The lunch was organised by the Newspaper Society, which is against the current government plans. The regional press would be particularly badly hit if the proposals do go ahead in their current form.
