is the decision an insult to the relatives of the people who died? Or is it quite right that a country shouldn't be held responsible for the actions of it's past leaders?

A U.S warship is heading for the Somalian coast where there's been of a ship carrying relief supplies.
Reports from Mogadishu, say five people were injured when an unidentified attacker hurled an explosive device at a stall selling fuel.
Talking to our colleagues at the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú working in Africa, there seems to be a growing feeling that the solution to increased lawlessness rests with Africa itself. Do you agree?
