When was he a character? What did he do? Played by Arthur Ridley of Ghost Train fame is that right?

Can't remember what he did but he was Doughy not Doughty. Probably a baker? And in the 50s I think and maybe 60s.

He WAS the Ambridge baker, back in the sixties. Not a v good businessman.
I can only just remember him as I had just started listening then.
Yes, Doughy Hood was the village baker in the 1950s. He was something of a nuisance and was liable to stir up trouble. I think I'm right in saying that it was he who caused Jack Archer to lose his licence at The Bull (it subsequently transferred to Peggy).
Doughy (real name Arthur Frobisher) Hood came to Ambridge in 1956 to run the village bakery. He left the village in 1968 although he was an occasional visitor for some years.
He was the uncle of Percy Hood.
The part was played by Arnold Ridley, of Ghost Train fame, who is also remembered as Private Godfrey in Dad's Army.

I vagely rememeber he had a daughter. Dawn Hood? Involved in JT's antique shop?
He had a niece, Joan, son of Percy Hood: she worked at Sarol's market garden. Joan married Nigel Burton.

Wasn't Joan courted by Phil at one time much to his family's disapproval or does memory deceive again.
