T<alking to an ex-pub landlord yesterday (hurtling through mid Wales in a minibus following through a missed train connection - he was driving) I was told a story of enormous bureaucacies surrounding pub closures and de-licensings.

He said that all over the countryside there are former pubs that have never been de-licensed as the processes were so complicated and expensive. Rather than turn them into flats, as they may have intended, the owners were just living in them.

Does anyone know how accurate this story was, and if so, what are the factors that make it worthwhile to go ahead and convert them, as happended with the cat and fiddle...?
