Maybe it depends on your local council. Someone in our village just had to apply for change of use and got turned down. He's putting in an appeal.
I believe the holiday cottages were originally agricultural workers' tied cottages (Sammy Whipple's home?), and Tom is definately an agricultural worker. No permission required.
In which case, presumably they had to apply for change of use when they made them holiday cottages, and would need to change it back again now ???

Anything agricultural tends to go through 'on the nod' and is almost a foregone conclusion. For example, Joe's pole barn was built without any formality and then they applied for planning permission retrospectively. As soon as David "rented" some land to the Grundys for them to attain the 'agricultural' qualification the application turned from a dead loser into an absolute certainty. If a retrospective change of use application was needed for the holiday cottages there are no grounds for which it could be refused.

there certainly would be a need to apply for change of use from holiday home to full time domestic use.
Just because these cottages were originally used by farm workers makes no difference neither does the fact that Tom is an agricultural worker.
Of course Jenny can chose to ingore planning guidelines and as long as no one dobs her in who's to know.
Planning is changing in the country side.
