I read the timeline on the front page. There is a mention of £12,000 which Emma received as compensation.
Can you please tell me whom she received this money from? Was it an insurance company?

IIRC it was some sort of "victims compensation" after Ed drove her into a tree in Will's car. But I could be wrong.

I am a foreigner and I am not familiar with this concept. Does it mean that if you are the victim of a crime, the British state pays you compensation?
If Ed had not taken Will's car without permission, if the accident had happened while Will was driving, would Emma not have received any compensation?

I'm a little hazy on that as well, I'm afraid. It all happened under English law, and I live in Scotland, which is completely different.
It was from the Criminal Injuries Compensation Board.

To answer this part of your question MadCuriouscat, if Will had been driving his own car then his insurance cover would include compensation for Emma's pain, suffering and an element re the permanent scarring to her leg. The Criminal Injuries Compensation Board only pays out to victims if no compensation would otherwise be available.
