Originalistener, over in DTA, says Sunny Ormonde, which seems quite probable to me.
(I should explain that I mean the person who offered tea to Matt's birth-mother Louise).

After listening to the episode several times on the "listen again" facility, I think Rosalind Adams (Clarrie) may have been doubling up as the nursing home assistant.

Just heard the repeat and I think there were two different voices, the first was Clarrie and the second was Lillian.

I just heard it again also, and it was the pill-dispensing person who spoke, not the tea-dispensing one. (Plus the one at the beginning of the scene who said, "Mr. Crawford..")
I agree it sounded like Clarrie, but I thought the "extras" were normally played by actors who were already in that episode.

They are indeed. The early voice, who showed Matt and Lilian to the room, is specified in the script as being doubled by Pat Gallimore, and the same character name ("Nurse") is down as the pill-dispenser, so I expect it was Pat again.

That is interesting. So, can we assume that when the actress is playing Pat she is using a voice and accent which she thinks Pat would sound like now, ie. minus Welsh accent. I presume that Ms. Gallimore played the care home employees as she imagined they might sound.
