provide a script. Is it done on a rotation basis or does it depend on how long one particular storyline goes or maybe when one of them comes up with another new storyline.

Several storylines run at once (they overlap in time). The FAQ describes the planning and writing process, see Experience would seem to indicate that there isn't a regular rota (in the sense of a particular order of writers which gets repeated).
We've just received the writing schedule for next year. I will be writing five on-air weeks, spread through the year (it takes a month to write a week's worth of scripts). Other writers will be writing slightly fewer or slightly more, in a random patchwork dictated by their availability, other work and so on.
