I thought Kenton was, but I've heard he's not, though he certainly behaves as though he is.
Is Jeck the owner? In which case, why isn't it Jexx?
The owner isn't Jack Wooley anymore since Peggy sold up all his business intestes, except the village shop. The new owner hasn't been identified as far as I know except that he/she was once actually mention as such by Kenton in the cafe .

And the Bank rejected his business plan, and wouldn't give him a loan (and Peggy was already scowling at Kenton, and ddin't want to sell it to him).
