Not listed in RT so I presume it was one of the existing cast.
This RT thinks it was Joe.
According to Archers Addicts:
Joseph Hastings (David Hargreaves)
Thanks, norah.

I should /love/ to see what is written in the section of Mr Hargreave's CV where reference is made to the range of accents he has mastered.
On the other hand ...
Mind you, not many actors could possibly have vocalised their entire such repertoire (Mods: French for a small ornate desk used by salesmen) in playing a single, serious, character in a single, serious, scene.
And I thought a repertoire was the range of musical pieces a pianist could play without music?

IMDb has a fairly long list of appearances in film and tv series. Born Derbyshire, been in series set in Yorkshire, Merseyside, London, Lancashire, Derbyshire, Borsetshire... that's a full escritoire in my dictionnaire!¬)

Not often you can get all those accents, plus a bit of Welsh & Irish thrown in for free, in the single sentence in which someone claims to have lived on the same cabbage-patch of land for generations and generations ...

David Hargreaves is a member of the RSC. He is an extremely accomplished actor - no idea what happened here.
