who is the licensee?

    Have been wondering this ever since Sid's demise. If Sid was the licensee, presumably Fallon was managing the pub in his name when he was away. But once he was dead - who was the licensee? Did the relief manager come with his own licence? We have never been told that Jolene held this jointly with Sid - surely she would have had to do training etc?

    This was raised last week, or maybe the week before.

    The term licensee is now obsolete. Since the law changed and local government took over the issuing of licences the title became Designated Premises Supervisor (DPS). Its not quite the same as the old 'licensee'. I think Fallon had to become a DPS when Sid and Doreen went to NZ.

    The licensing law now is analogous to driving a car: premises have a premises licence, which needs renewing each year, rather like your car's tax disc. Individuals have a personal licence, rather like a driving licence. Like a driving licence they have to take an exam to get it, from the British Institute of Innkeeping (I always want to call it the British Institute of Beekeeping!). This system allows licensees to move around freely from licensed premises to licensed premises. There is no longer the trauma of having to go to the Magistrates Court to get a licence; if the DPS needs to change for a premises, you just apply to the locla council with a copy of your personal licence.

    Licensees under the old system automatically got personal licences under 'grandfather rights.' In the latter days of the old system, the authorities favoured premises having more than one licensee, so I suspect that both Sid and Jolene had Personal Licenses. As mentioned upthread, Fallon got her personal licence so she couldd become a DPS when Sid and Jolene went to NZ.

    If Jolene was named on the Premises Licence, they carry on as before. If it was Sid, the premises licence lapses if the holder of the licence dies.

    Jolene would then apply for an Interim Authority Notice and she would make that application within seven days.
    .
    She would then apply for a transfer following death of a licence holder no later than seven days after the day the licence lapsed.

    We know not whether Sid was the named person or, if he was, whether Jolene, in her mental state, has thought of this or done it, although she did mention filling in forms at one point.

    Apparently in New Zealand the licence has always been on the premises rather than the person. After the town of Naples was destroyed by earthquaked in the early 20th century the only business that were permitted to continue to operate from their premises were the hotels, because that was where the licence applied. See, who said you never learn anything from message boards.
