Record fine for parks dog mess offender

..Philip Hynes was fined almost £1,000 for allowing his Staffordshire bull terrier-type dog to foul on a grassed area of Royalthorn Road Park, close to a children’s play area...
i have more trouble with ignorant owners who cannot control their 'lethal weapons'. Dog licences that show people have passed a dog handling competence test for the weapon breeds should be mandatory.
