Having watched Carol Kleine covering her seeds with gravel, would you still do this with the tiny petunia, busy liz seeds etc.?

No!
But I might use vermiculite.
Some seeds need light to germinate so in such a case I use vermiculite
Some do not want light to germinate so in such a case I lightly cover with compost.
With subjects such as alpines or plants grown in stony ground I would use gravel, to replicate their natural habitat!
Now whether that is the right way or not I don't know but it works for me.
