What sort of minimum temperature will most seedlings be okay at?
I'm not thinking of wildly exotic plants, just toms, chillis, cucs & annual flowers really.

I have my thermostat set to keep my greenhouse at 40-42°F (6°C)
The hot bed is set at around 60°F (15°C)

So you keep your non heated propagators on tpp of the hot bed coil, at the back there?

I have always understood that toms don't like the air temperature much below 10C as it will knock back their growth, and that a warmer minimum soil temperature that this is preferred. However they will survive down to around 0C before getting killed off completely.
I have mine in a compost powered box and the temperature does not fall below 12C even with a frost outside the green house.

Oh what a lovely picture, all those trays of soil waiting to burst into life!
6 should be achievable with my new small greenhouse heater. They're in the house at the moment which is probably about 12 day & night.
I'm propagating indoors, then germinated ones are on the house windowsills. Maybe I'll carry on doing that for a few days to let them acclimatise before putting them in the greenhouse at min. 6.
I'd like to make it higher but it's only a small heater & I'm mean with electricity, so they may have to grow up a bit tough! It's just a balance between warmer indoors or lighter greenhouse....

Toms, either at seedling stage or planted out, won't do much developing if the temp is consistently below around 15C. I once experimented with some earlier plantings. The toms planted out with overnight temps averaging around 10C matured a bit later than those planted out a month later when the overnight temps didn't drop below around15C.
