English and French in Canada

There is much discussion here in Canada concerning two official languages: English and French. Federal policy mandates that bilingual services be available yet only one province of ten, New Brunswick is considered officially bilingual. Billions of tax dollars annually are spent in support of two languages. Yet health services in this country are floundering to stay afloat.
To live or die in English or French: should it be an issue?
