If built, the 10 mile Severn Barrage will be the biggest engineering project in British history, costing more than 15 billion pounds and promising huge quantities of green energy. But some conservationists say it will wreck a unique estuary and waste public money. Environmentalist Jonathon Porritt investigates these claims and asks if the barrage should be blocked.
