Are former bank bosses being made scapegoats?

Graham Stewart asks if we're all complicit in the borrowing culture which led to the financial crisis?

It was never likely to satisfy the public, but the former bosses of the two biggest UK casualties of the banking crisis have apologised for their banks' failure. Fred Goodwin, the former Royal Bank of Scotland chief executive, told MPs on the Treasury Committee he "could not be more sorry" for what had happened. And the former chairman of HBOS, Lord Stevenson, said he was "profoundly and unreservedly sorry at the turn of events".

However, few of us complained during the good times of easy credit and low interest rates. So should we share some of the responsiblity, or were the fat cats alone to blame for the mess we're in?
