Do small class sizes matter?

The Scottish Government is to cap primary school class sizes; Graham Stewart asks if it will make any difference.

The Scottish government is to bring in legislation to cap class sizes in primary one at 25 pupils. Education Secretary Fiona Hyslop denies the plan is a weakening of a manifesto promise to reduce early primary classes sizes to 18. But should cutting class sizes be a priority? Does a limit on numbers improve a child's education? Or does a good school count for more?
