An inquest has ruled that the actions of police and two councils were partly to blame for the deaths of a mother and her disabled daughter. The jury decided Fiona Pilkington, 38, committed suicide and unlawfully killed her daughter Francecca Hardwick, 18, following more than ten years of abuse from a gang of teenagers in Barwell, Leicestershire
