Pause for thought: 'Who will speak for ordinary people?'

It鈥檚 been beyond distressing to read of the experiences of the people of Raqqa in northern Syria during the last days and weeks of ISIS rule, now finally overthrown just a week ago. But this is not the end of the story. The infrastructure of the city is blown to pieces- virtually no hospitals, schools, plumbing, electricity- nothing works.

It鈥檚 almost unimaginable, yet it鈥檚 not so long ago that we had no infrastructure in Britain. I鈥檝e been reading a wonderful book called 鈥極ne hot summer鈥�, about the so called Great Stink of 1858. For it was only then that MPs finally decided to deal with London鈥檚 foul sewage properly, taking it by mains sewers east of the city, and pumping it out into the Thames where it would not pollute the river and, more importantly, the drinking water.

But MPs only agreed because of the Great Stink. Being anywhere near the river was unbearable. Disraeli got the legalisation through Parliament by making MPs continue to go debate it until early August. They were so desperate to get out of the foul atmosphere they voted it through despite all the opposition. Londoners got their sewage removed, and the public health dangers of untreated sewage were finally recognised.聽

But I wonder whether that will be the case in Raqqa. Celebrations over ISIS being defeated are one thing, but rebuilding the infrastructure so ordinary people can live ordinary lives with clean water and sanitation is another. We only got our sewers, many of which are still in use 150 and more years later, because the stench became unbearable where the legislators were working. Who will speak for the ordinary people of Raqqa now?

Perhaps Londoners and other city dwellers should take a lead, reinterpreting those old Biblical codes about hospitality. The people of Raqqa are not strangers in their city, but ISIS was and the armies that liberated them were. So maybe the next stage is providing hospitality to war weary exhausted people, water and food, a rebuilt infrastructure, til the proud people of Raqqa can stand independent again. And maybe that鈥檚 not only common sense, but an extension of those old Biblical duties about water and food for the stranger.
