Eye on Wales hears from a woman who says the lowest point in learning to live from a wheelchair was the isolation until someone showed her how to take control of her support money.

More than 6,000 disabled people have money from their local council which allows them to choose the support they need and who provides it.听

The allowances have been available for two decades and five years ago the Welsh Government advised councils that they must offer so-called direct payments to people who need social support.听

The number of people with direct payments has gone up in that time but Vin West, chair of Arfon Access Group, said some councils are still "reluctant to give up control".听

The programme hears from Helen Fincham who says she only came to understand how direct payments could work for her after someone on social media explained it to her.
