If more recent rules had been in place, France would have taken the title as more countries voted for their song.Mounting tensions in Yugoslavia and the Gulf War prompted a decision to move this contest from Sanremo, where it was originally going to be staged, to Rome, which was considered more secure.Malta was finally given a pass to compete for the first time in sixteen years. Previously number restrictions had prevented them from doing so but the withdrawal of the Netherlands due to a remembrance holiday paved the way for the Maltese entry.
