Colonel Harry Dalzell-Payne, the head of MO4 (the branch of the Ministry of Defence dealing with affairs in Northern Ireland) describes the British Army's movements and tactics on Bloody Sunday. He states that "you could say that the hooligans were leading the Army into an ambush."
