Can Uganda halt its HIV epidemic by testing and treating its people?

The organisation UNAIDS is promoting a new strategy aimed at ending the HIV/AIDS epidemics in countries struggling to control the disease. The initiative is called 90-90-90. Countries would drastically curtail the rate of new infections if 90% of people knew their HIV status, if 90% of HIV+ people were then put on anti-retroviral therapy, and if 90% of those on the drugs were treated and monitored well enough such that the level of virus in their blood was kept undetectable.
