Barroso: EU treaty change will be "complex"
Jose Manuel Barroso, the former European Commission president, says Britain could opt-out of some areas while there is a deepening of the euro area at the same time. But he said treaty change would be difficult to achieve by 2017 because it will require ratification by all 28 member states.
