Syed Kamall: PM will push for treaty change before 2017

Given that the summit of EU leaders was taken up almost entirely by the twin issues of Greece and the Mediterranean migrant crisis, David Cameron was perhaps lucky to get time to set out his case for renegotiation of Britain's membership of the EU. But the PM was given a short slot between courses at dinner last night. Number 10 sources said his speech lasted less than ten minutes; other reports suggested he spoke for only six. No other leader spoke on the subject, while the president of the European Council said simply that technical discussions could now take place.
