Are benefit sanctions unfair?

Benefit sanctions were introduced by the government to encourage people into work. Under the system people can lose benefits for anywhere between a few weeks and three years if they fail to meet the government's requirements for jobseekers. The Department of Work and Pensions say the vast majority of those on benefits play by the rules and the number of sanctions is falling.
