Why are Conservatives not cutting UK net migration?

Theresa May is asked why the UK's net migration has been rising despite Conservative Party pledges to cut figures.

The home secretary told Andrew Neil about a new immigration bill, and how the Conservatives were now free to "make some of the decisions we were not able to make under a coalition government."

She was also asked about the EU referendum, and security issues around the Manchester conference.
