There have been newspaper reports that the government intervened in the writing of a letter by NHS England's medical director Bruce Keogh to the British Medical Association, warning about the risks to patient care in the event of a major terrorist attack during a potential junior doctors' strike.

It is claimed that Department of Health officials urged Sir Bruce to make his warning as "hard-edged" as possible.

The government has said it has "ultimate responsibility" to ensure public safety so "it is completely right that the department expressed a view on communication with the BMA".

But former Lib Dem health minister Norman Lamb told the Daily Politics he was worried it would "damage trust further between the government and junior doctors".
