Why are the Lords revolting?
Peers inflicted 60 defeats on the Government in the first session of this Parliament. Is the high number because opponents are better able to "flex their muscles" in the Lords than in the Commons, or because legislation is "poorly drafted"? And how are ministers fighting back?
