Should an Indian Minister ever describe Pakistan as a 'terrorist state'?

Four militants thought to be members of the group Jaish e-Mohammed launched a deadly three-hour assault on an army base near Uri in Kashmir. Uri is near militarised "line of control" that divides this long-contested region. At least 17 soldiers have been killed with around 35 injured. Indian Home Minister Rajnath Singh tweeted that "There are definitive and conclusive indications that the perpetrators of the Uri attack were highly trained, heavily armed and specially equipped. Pakistan is a terrorist state and it should be identified and isolated as such." Did he go too far? Should an Indian Minister EVER describe Pakistan as a "terrorist state"?
