NHS is a national, 'not an international health service'
Conservative MP Mark Harper backs Government plans to impose a legal duty on hospitals in England to charge overseas patients up front if they are not eligible for free care on the NHS.
He told the Westminster Hour that he didn't think it was "unreasonable" to ask people to pay for it in advance.
"I can鈥檛 go to any other country in the world and rock up and get elective care and not have someone pay for it," he said. "Other people come to our country and think it鈥檚 extraordinary that we don鈥檛 do this.鈥
