Excel Car Park Charges Investigation

Presenter Sheree Murphy investigates claims Exec Parking has been issuing 'unfair' fines.

We're investigating claims that national firm Excel Parking has been issuing 'unfair' parking fines that have left customers with large fines and some even being chased by debt collectors.

It's all down to a 10 minute time limit the company has set, where customers need to find somewhere to park and then pay for their stay. But with broken machines and poor wifi it isn't always possible. Presenter Sheree Murphy puts it to the test.

Excel Parking Ltd said Rosie Morrison鈥檚 Sheffield car park was vandalised, leading to a switch to pay-by-phone and card-only meters.

It said it was inappropriate for her to have assumed that her payment on her first visit was successful and that on her second visit, she took 40 minutes to pay after multiple failed attempts, only completing the transaction after leaving. It also noted she didn鈥檛 appeal to the Independent Appeals Service.

Regarding Rosey Hudson in Derby, the company said at least one pay machine was working on each of her visits, and despite issues with the app, she didn鈥檛 contact support. It added that it took her nearly an hour on average to complete her various payments after parking.

It said it does not strictly enforce the 5-minute time limit, offering a review for those who have paid within 11 minutes. The company emphasised the importance of following parking rules, reading signage, and contacting support for issues.
