An 80 year old man from Wednesfield says he was given an 80 pound on the spot fine by enforcement officers for not carrying any dog poo bags.

That's despite the fact that his dog hadn't made a mess in public.

City of Wolverhampton Council have said anyone in charge of a dog on public land was breaching an order "if they are unable to produce suitable means of removing dog faeces when asked to do so by an authorised officer".
