Equal pay

In 1997, local council employers and unions signed and sealed a deal to sort out pay inequality between female and male workers.

But 11 years on, most councils in Wales are yet to deliver. In the first of a new series, Eye on Wales goes in search of answers why.

The task that councils and unions face in putting right years of pay discrimination is a thorny one. The need to reform salary and grading structures to ensure that men and women get equal pay for work of equal value means that there will be losers as well as winners.

Peter Johnson speaks to those on both sides of the coin and also hears concerns that the extra costs involved in writing the wrongs of unequal pay will put further pressure on council finances. Could jobs and services be under threat as a result?
