Although the Soviet Union tried occasionally to exploit its Arctic resources, much of Russia's far north has remained a frozen wilderness. It's the realm of the polar bear and the snowy owl. But the melting ice cap has opened up the Russian Arctic for oil exploration and commercial shipping.
