Shabana Mahmood: Osborne is 'putting the cart before the horse'
The Chancellor's announcement of a rise in the minimum wage in the Budget has been criticised by the opposition.
Challenged over tax credits, Labour's Shabana Mahmood told the Daily Politics that her party wants a higher skilled and higher wage economy that doesn't rely on tax credits to top up people's wages. But George Osborne is "putting the cart before the horse", she argues.
Meanwhile, the SNP's Stewart Hosie raises concerns that many very low-paid earners will be "worse off" as a result of the changes.
