The record of private companies delivering public contracts was defended by Kulveer Ranger who said the Cabinet Office found they "go beyond some of requirements".

The head of public affairs for IT services company ATOS, who previously worked for London mayor, Boris Johnson, said "the vast majority of work that the private sector does, does not get the positive recognition".

He was debating with shadow work and pension secretary, Debbie Abrahams, who said there were "huge issues" with some contracts.

She said Labour would replace them with a "holistic person-centred approach which focussed on the individual, looking at their needs."
