Senior diplomats are meeting in Paris for a major international conference on Libya's future. What should that future look like, and will the National Transitional Council and international community's vision dovetail or not?

Tonight Peter Marshall will bring us the latest from the Paris conference and Tim Whewell will report from Libya.

We have a report from David Shukman on illnesses linked to the dust from the attacks on New York's World Trade Center on 11 September 2001, affecting thousands.

Plus we look at government proposals to overhaul planning laws in order to jump-start the building industry and the economy, a major shake-up which green campaigners say will lead to a development free for all and a legacy of blighted landscapes and urban sprawl.

    Naturally, the one item that directly affects us in Britain is relegated to the end.

    I have written to my MP on this proposal and received the expected 'party line'.
    Like most MPs he always votes with the party irrespective of the views of those who elected him. This is one issue on which my losing Green Party vote at least leaves me free from the Guilty through the Ballot Box charge. How about you?

    Hopefully, next time there will be UKIP and other more independent candidates and they will get more votes than the Big 3 traitors, as the electorate feels the frustration and dis-empowerment of voting for MPs who slavishly follow the party dictat.

    YOU MEAN THERE WAS DUST ON 9/11?

    I thought the NIST report claimed the dust was an accidental spillage from the pick-up truck of a vacuum-cleaner recycler.

    You say the dust has affected the health of thousands? Are you sure? I remember a State Official (female) declaring it safe within a very short time after the 'incident'. Indeed, this allowed the RAPID REMOVAL of all the evidence from the crime scene.

    Would that be the same dust - collected even before Building 7 had fallen, which had exothermic material in it, and IRON (not steel) microspheres?

    Will David Shukman be free to report THE WHOLE TRUTH of the dust (available on the web and UNDERSTOOD BY THE TECHNOLOGICALLY SAVVY) or shall we get the usual fudge?

    When houses were thatch, cob and timber, they returned to the earth if the population died or moved. It cannot be beyond our wit to build biodegradable houses with an expiry date. The straw-bale walled ones are pretty nifty.

    We were sending 'terror suspects' to be TORTURED in Libya, right up until the uprising made it impossible.

    Will Dave be lecturing the New Libyans on the need to outsource TORTURE, if you are to be an exemplary DEMOCRACY like Britain?

    I wonder if the exiled Chagossians, in Mauritius, might be licensed by the UN to be Torturers to the Civilised World, while they wait to get their homeland back from British eviction? (There is a precedent in USA, in the indigenous casinos.)

    The beeb are a bit slow in the 9/11 dust story. We've known this for years. The first responders were told the dust was safe -when it was known not to be. Oh and in case you don't know..9/11 was an inside job. By the way, those firemen and police etc who were in New York on that deadful day are not invited to the up-and -coming anniversary because the authorities are not wanting to hear the probable chance of a collective chant if they were invited..'9/11 was an inside job!'     What if I wanted a Celtic or English homeland here along the same racial/cultural lines as Israel?

    Would the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú and the Friends of Israel in Parliament and in the media and business provide me with billions of pounds and look the other way as I drove out people who got in my way? Not on you Nelly! The po-faced Â鶹¹ÙÍøÊ×Ò³Èë¿Ú thought police would soon put a stop to that!

    The Zionists at the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú think we are daft. We can read Private Eye and watch RT and Max Keiser.We don`t need the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú`s global capitalist perspective any more.

    Excellent debate by Jeremy on the proposed planning laws with Jenkins et al. As pointed out, there are enough brownfield sites, why not use them instead of green belt land? Wasn't the whole point of green belt land to prevent pollution, urban sprawl, preserve areas of history etc? Also good debate with Martin on Libya too.

    We all know there is a housing crisis in this country, millions of people denied the basic necessity of a roof over their heads. Is this new system going to address the problem?
    Or is it going instead to make it more difficult?

    Both this government and the last one have been pulling out all the stops to keep the housing bubble well and truly inflated by practising a policy of forbearance for home owners who can't pay their mortgages in order to control the supply of homes coming onto the market and driving down prices.
    There is no point in doing that if you are going to encourage tens of thousands of new homes to be built as one cancels out the other.
    Maybe this is a clever way round the housing problem for our politicians. This way they can pretend they want more homes built safe in the knowledge that the chance of getting 80% plus of your average nimby residents to vote for any in their area is more or less zero.
    And who benefits the most from keeping the supply/demand ratio permanently in favour of high house prices?
    The banks of course.

    Humble pie from me NewsyNighty - you DID report the declaration that the area was safe, without a respirator. But fudge was not absent - you went for 'balance' in the suggestion that Christine Todd Whitman had been 'misunderstood'. One presumes she DID NOT SEE on her TV, swarms of un-masked men, searching for lost colleagues in the dust-laden rubble?

    Rather reminds one of our '45 Minutes' headlines that no one brought to Tony's notice, across three newspapers, such that they were not corrected. Wilful blindness is still criminal - I believe?

    Thanks for the report on 9/11 dust. It's been a long time coming. First responders were lied to. Asbestos regulation was brought in when the towers were being built, and they used it up till the last moment. The dust also contained nanothermite, used to demolish the buildings.

    No way could all that dust have been created by two aircraft.

    The Newsnight team should feel reassured that the public will now be behind them if they expose us to a little more of the horrible truth about 9/11.

    Mr S. I have read Private Eye for decades and delve into the Oldie occasionally.

    It`s nothing to do with the now indistinguishable left and right of politics,but the fact is that these magazines are the work of public school snobs who have no real feeling for the underclass or the Eastenders types who sensible immigrants don`t want to assimilate/integrate with.

    In some ways they mirror the enormous mandarin class of holy cows at the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú in this regard.

    Private Eye are a bit Toynbee/Guardian under the influence of people like Paul Foot and the leftie trendy lawyers, who abuse their gullibility.

    But public school boys know how to "succeed", and they know that their guest appearances and jollies, at Â鶹¹ÙÍøÊ×Ò³Èë¿Ú expense, come with a clear prohibition on "noticing" the problems associated with mass migration and the unworkable cultural "mix" that is at the root of many social problems.

    Four billion pounds a year buys a lot of loyalty and and looking the other way Barrie!

    With the lack of focus on items of real concern to our nation, I have summarised the salient points in your link:-

    EU/India FTA is 85% a UK deal, being the main and willing target for the Mode 4. Leaked documentation shows that liberalised UK will be taking the bulk of the EU's Mode 4 commitment. The gains will accrue to the international financial firms based in London: UK workers will get the pain.
    Financial services investment opportunities overseas will not produce jobs here. But workers will be displaced via Mode 4, especially in a time of cuts. Transnational firms will be able to offer cheap onshore outsourcing, using cheaper temporary migrant labour and be able to supply labour into other firms allowing them to offload all employer responsibilities.
    Within the 'capped' UK system for labour migration the government has ensured there are no such limits on the 'intra-corporate transferees’ category in Tier 2 or on the 'international agreements' category in Tier 5. Neither is there any resident labour market test to stipulate that jobs have to be offered here first. In fact both these restrictions are disallowed at the international trade level in respect of Mode 4.

    Under the current points system, skilled workers are being brought in and paid minimum wage, which is then made up to a low industry norm with tax-free expenses and no national insurance payable. Thus the UK government is even now encouraging the use of a cheap labour supply that displaces workers here and damages the national economy. Wages are repatriated overseas, the earn/spend cycle needed for recovery is broken, workers become unemployed and the welfare bill increases, employment future for young people is further curtailed and skills transfer are lost for the future.
    As trade agreements with Mode 4 are committed to hard international trade law they become effectively permanent thus handing control of UK labour migration to transnational corporations will affect not only present but future generations. Any attempt by any future government to pull back on these commitments will potentially invoke corporate legal action to recover all anticipated profits that may be negatively affected by the government action.
    International financial services corporations based in London are proactive in directing UK input to EU trade policy via their lobbying mechanism 'thecityuk' and in Brussels through the European Services Forum. 'Thecityuk' is made up of International Financial Services London, the Corporation of London and the UK Trade and Industry section of the Business, Innovation and Skills Department is closely connected. The secretive Liberalisation of Trade in Services (LOTIS) Committee ensures that UKTI bureaucrats take financial services' own directives into EU trade policy and UK governments ensure that domestic regulation is formulated to fit with this.

    The Labour party has not told the UK public about this EU/India agreement and Mode 4 concessions even though Peter Mandelson initiated all the current agreements. Neither has the Conservative/Liberal coalition, even when David Cameron and Vince Cable led a specific 'trade' delegation to India in 2010.
    Greens MP Caroline Lucas (ex-MEP/member of the European parliament's International Trade Committee) has declined to warn UK workers what they are being signed up to; similarly UKIP, which has two members on the INTA actually supports the concept of temporary labour from outside EU being brought in by transnational corporations.
    The House of Commons select committee tasked with overseeing the Department of Business, Innovation and Skills has failed to bring the Department's role in moving workers into the country into focus and has accepted the silence of the secretary of state, Vince Cable, on this.

    Who will tell the UK public about these irreversible commitments on their behalf? Ask your MP - They Work for You

    This situation is outrageous, but we have to start by realising that Labour never did care about native born honest tax paying "hard working families".

    I know plenty about the Gestapo Sasha. In a long life I have met a wide range of people, including Jewish socialists who had direct experience of life in 30`s Central Europe.

    The symptoms of disconnection are everywhere in the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú. e.g. Radio 4 must have a high proportion of individuals with hearing loss, yet producers seek out noisy arenas for interviews, and swamp trailers (trails) with all manner of musack. This is an exercise in costly self-defeat. For year, when producers feature on 'Feedback', they always give any listener with the effrontery to complain, the stock phrase: "I think we are getting it about right". (What do listeners know about broadcasting?)

    And so on.

    They conjecture that we would need a new house every 6 minutes at the rate of immigration we have.

    Yes we have never built enough houses here, but come and have a look at Kent. It was once "the garden of England", the only thing it grows now are houses and roads, and many thousands of people. I think we are the most populus county, at around one and half million. My area alone immigration has gone up 800% in 9 years, I wonder where they all live. A lot of the land is grade one agricultural, but that hasn't stopped the building, including on massive flood plains here, that only used to house sheep.

    The EU workers when they first came lived in caravans and mobiles and went around on bikes and the work bus and bought value food items. I've watched it all change, and I don't blame them for their hard work, but now they rent or buy houses have posh cars, and shop in the expensive stores, started families, so a huge change in their standard of living while ours collapses.

    Just how does a young british person even think of buying a house here, without multiply occupancy, they would need a 30% deposit and that's almost impossilbe for young people to find these days. And that's if they even have a job, with a million young people unemployed I only see trouble ahead. Their wages are frozen and the cost of living rising, they are in a no win situation, unless they can buy a house in Eastern Europe.

    @31 I have spent 40 years involved in political and community action, and I have plenty of experience of people who try to hijack and disrupt organisations and forums. It starts with faux anger and dishonest blurring of the boundaries of truth, spuriously justified by the alleged importance of the campaign/battle against the "enemy". The aim is to ramp up the rhetoric and emotionally coerce people into a battle not of their own choosing. One way or another, the result is always betrayal.

    There are all sorts of things you can criticise the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú for, but being like the Gestapo, in any way is not one of them. This kind of dishonesty is in every way at least as bad as that of the political parties you lambast. It totally destroys your credibility, even if you happen to be right about something.

    It's like those in the press who deliberately use the word "islamist" as a catch-all bogey insult, without bothering to look into what peoples beliefs actually are. "They're all the same", the implicit message is, so it doesn't matter. But they're not and it does. Similar logic enables some Muslims to label all European Christian Democrats as "crusaders".

    #24 I worked in a minor role in IT Indi.

    I would advise all young people here not to do a degree in anything to do with computer science, it is virtually impossible for young people to do that work here these days, 25% of graduates without work, and as for the lower jobs forget it. It has either been shipped out to one of the Asian countries or the Asians have been shipped in. The funny part being they are not as good as european IT workers, and the work has often to be corrected and updated by europeans! I know of IT workers scrambling around for jobs, mostly contract or part time. No wonder we are not efficient, brings to mind the debaclé of the NHS computer system!

    The eco-fascist leaning Â鶹¹ÙÍøÊ×Ò³Èë¿Ú is attempting to float the idea that BIN TAX is a good thing and even went to Belgium to show it in action there. Lots of interviews with pensioners saying how wonderful if was but of course no ordinary families with kids asked, only 20p a kilo allegedly. Its pretty clear that the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú is trying to sell the technology as most councils in England already do doorstep recycling, many councils have closed the local recycling depots the Belgium scheme appeared to be based on.

    only 10% of the uk is urbanised. you could increase that by 1% and create homes for 7 million people.

    2nd homes should have full council tax. if not extra council tax.

    subsidy should end that props up an equestrian lifestyle of those who want to live in a price threshold gated community.

    areas of underpopulation need more population to keep services.

    in what way is it morally right for people with homes to deprive those without?

    Have a look at Sir David Attenborough`s website called "Population Matters" for some rational exploration of this complex issue,and then ask yourself why NN and Question Time (and the rest of the fascist immigration industry) don`t invite him onto their programmes!

    Hi Lizzy. I can't help feeling that when the taxable economy spirals to a halt, the 'haves' will be those in the untaxed black economy; the differential will be especially acute in big cities like London.

    I would guess that the above is a recipe for a level of strife that will make the recent riots and looting look like a wet sponge fight.

    I never felt at home in London because it is not and never was "an English city".

    London is a global city,like New York.

    It`s home to a new global aristocracy of media moguls,oligarchs, the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú and the City of London and many other global institutions.

    London is a parasite on the rest of England.It has no loyalty towards or interest in England as a concept.

    That`s why "British" politics and economics makes no rational sense to us rural English peasants. It`s not about us!

    Jenkins mentions that there is plenty of brownfield due to manufacturing collapse. The most recent collapse was by caused by design and in large has been caused by banks and a desire to see factories replaced by housing for short term fat profits, increasing money supply and using other tools to artificially push up prices to create this bubble, in turn, forcing up wages and therefore making us un-competitive etc. I think banks saw industry as brownfield and not businesses to invest in as many viable businesses (many foreigned owned) that were allowed to go the wall because they sat on 1, or 100 acres. Are there not 850,000 empty homes? Brownfield needs to be saved for industry, unless we move industry to greenfield or land that has never been built on. There is plenty of room for development on greenfield for houses and factories. There is also a problem of people travelling from the city they live in that once hosted there place of work nearby, to travelling many miles to their re-located works in the country. Derelict sites should be brought back into use as new industrial facilities for the re-industrialization of this un-balanced economy, otherwise they have to be developed in the Country.

    @56 I'm puzzled, because I agreed with @40 that being like the Gestapo was not one of the things you could criticise the Â鶹¹ÙÍøÊ×Ò³Èë¿Ú for, and my comment was removed, though I did criticise one series in milder terms (which has had plenty of similar criticism elsewhere from others) and requested that Newsnight interveiw the Reith lecturer.

    Considering that @2 was not removed, I just wonder what hit the panic button in my comment.
